My dear Mr. Billie:
This will acknowledge receipt of your letter of June 26,
1954, requesting the President to send a special
representative to meet with you.
It is not possible for the President to assign this
responsibility to a person who is not connected with the
Government. He has, however, asked Mr. Glenn L. Emmons,
Commissioner, Bureau of Indian Affairs, to meet with you
this fall. Mr. Emmons will advise you at a later date
regarding the time when it will be possible for him to meet
with you and I am sure that he will be very helpful in
resolving some of the questions you have raised.
